Notice of Rate Revision

On April 22, 2024, the Lane-Scot Electric Board of Trustees voted during a special open meeting on the proposed rate revisions following the recent cost-of-service study conducted by consultant, Guernsey. The meeting was held following two member meetings on April 8 in Dighton and April 11 in Ness City where the cost-of-service study was reviewed, questions were answered, and comments gathered and shared with the board.
The Consumer Price Index reported inflation has increased 16.98% since our previous cost of service study. In order to meet lender requirements, cover all plant additions, operating expenses, and pay capital credits, the financial analysis determined an overall rate increase of 8.82% was needed. Not all rate classes were adjusted 8.82%, an additional analysis was done to see how each rate class was performing based on their relative rate of return. The chart below reflects the existing rate per class, the revised rate, and the amount change in each.
These rates are effective with this month’s usage, reflected on July bills.

The Kansas Corporation Commission (KCC) has jurisdiction over charges, fees or tariffs.
Per KCC Article 66-104d: The KCC shall investigate all rates, tolls, charges and exactions, classifications and schedules of rates of such cooperative if there is filed with the commission, not more than one year after a change in such cooperative's rates, joint rates, tolls, charges and exactions, classifications or schedules of rates, a petition in the case of a retail distribution cooperative signed by not less than 5% of all the cooperative's customers or 3% of the cooperative's customers from any rate class. If, after investigation, the commission finds that such rates, joint, rates, tolls, charges or exactions, classifications or schedules of rates are unjust, unreasonable, unjustly discriminatory, or unduly preferential, the commission shall have the power to fix and order substituted therefor such rates, joint rates, tolls, charges and exactions, classifications or schedules of rates as are just and reasonable.
